In many jurisdictions, divorce may be handled in more than one way. For example in China, a couple may divorce directly through their governmental department, the so-called “civil affairs department” upon agreement on major issues such as division of marital property and child support and custody.
Now Vietnam has its own way.
Paragraph 1 of Article 51 of Vietnam Marriage and Family Law provides:
1. Vợ, chồng hoặc cả hai người có quyền yêu cầu Tòa án giải quyết ly hôn.
English Translation: either or both wife and husband has the right to request court to handle their divorce.

So this simple provision makes it clear that in Vietnam divorce can only be done through Vietnamese court.
